CONCORD Assembly
ABOUT :
CONCORD is an independent organization founded a century ago to facilitate negotiations between the races to improve relations, as well as to foster inter-stellar trade through policing and regulations. Starting as a fledgling meeting ground for diplomats CONCORD has in the decades since it was founded slowly increased its power and influence. It has become an entity independent of the races, as it is able to largely fund its own operation through customs, confiscation of contraband goods, and other means.
ENLISTED MILITIA CORPORATION: Isanya Covert and Recon Agency
The Consolidated Cooperation and Relations Command (CONCORD) stands as the cornerstone of law and order within New Eden, established over a century ago to mediate disputes and foster cooperation among the major empires. Originally conceived as a diplomatic forum, CONCORD has evolved into an autonomous entity dedicated to maintaining peace and regulating interstellar relations.
Formation and Purpose
In the aftermath of initial contact between the five principal empires—Amarr, Caldari, Gallente, Minmatar, and Jove—interstellar relations were fraught with tension. To prevent conflicts and promote dialogue, these empires collectively established CONCORD. Its primary mission was to ease tensions and create a foundation for peaceful cooperation, a goal largely achieved through careful mediation and negotiation. EVE Universe+1EVE Wiki+1
Organizational Structure
CONCORD's internal framework is democratic, with each member empire theoretically possessing equal influence. However, the effectiveness of a nation's sway often depends on the persuasiveness of its delegates within the Inner Circle's deliberations. The organization is divided into several key divisions, each responsible for specific aspects of interstellar governance:EVE Universe+1EVE Wiki+1
-
Inner Circle: Serving as the executive branch, the Inner Circle deliberates and decides on CONCORD's policies. Initially, its members were nominated by their respective empires, but they are now career CONCORD officials, ensuring allegiance to the organization's overarching goals rather than individual national interests.
-
Directive Enforcement Department (DED): Acting as CONCORD's policing arm, the DED is tasked with tracking and apprehending high-profile criminals. It maintains one of the most formidable fleets in New Eden and oversees the licensing of bounty hunters, ensuring that justice is served across the star cluster. EVE Universe
-
CONCORD Aerospace: Established during the Drifter Crisis, this division focuses on developing advanced spacecraft designs. Initially aimed at enhancing CONCORD's fleet capabilities, resource constraints led to the limited release of these designs to capsuleers, albeit without certain classified technologies.
Funding and Independence
Over time, CONCORD has transitioned from a diplomatically focused assembly to an autonomous organization with significant influence. It funds its operations through various means, including customs duties and the confiscation of contraband, allowing it to operate independently of the empires it was designed to oversee. EVE Universe
Interactions with Capsuleers
For capsuleers—independent starship pilots—CONCORD is most visible through its security enforcement in high-security space. Any unauthorized aggression in these regions prompts a swift and decisive response from CONCORD's rapid-reaction fleets, maintaining order and deterring unlawful combat. Additionally, capsuleers can engage with CONCORD through various agents and stations scattered throughout New Eden, participating in missions and contributing to broader enforcement efforts.
Challenges and Evolution
Despite its successes, CONCORD has faced significant challenges, notably during the Drifter Crisis, which exposed vulnerabilities in its rapid-response capabilities. In response, CONCORD has continually adapted, balancing its role as a peacekeeper with the need to assert authority in an ever-evolving interstellar landscape. EVE Universe
Through its multifaceted roles and unwavering commitment to interstellar stability, CONCORD remains a pivotal institution within New Eden, balancing the intricate dynamics of diplomacy, law enforcement, and the ever-evolving challenges posed by both empires and independent entities.
Yulai, Genesis - On July 26, 2019, the DED's Star Marshal Kjersidur Elladall and AEGIS Provost Marshal Kasiha Valkanir proposed the establishment of a "New Eden Defense Fund" during a meeting of the Inner Circle's War Council. This initiative was prompted by the increasing losses experienced in personnel, equipment, and key installations due to the ongoing Triglavian invasion and other threats facing New Eden.
The plan presented by Marshals Elladall and Valkanir detailed several aspects of the fund, including financial resources to enhance planetary and station defenses, support for repairs and expansions of CONCORD defense fleets, and funding for research into countermeasures against the Triglavians and Drifters. Additionally, the proposal emphasized the need for recruitment campaigns to replace lost personnel, enhanced training, and acquisition of personal survival equipment, such as costly backup personality recording systems.
Delegates at the Inner Circle received the DED's proposals with a serious demeanor, particularly following a review of the most recent combat losses incurred by CONCORD and core empire forces against Triglavian and Drifter aggressors within the past month. The financial strain on CONCORD's military and security budgets was highlighted, stemming from the costs associated with supporting capsuleer defensive operations.
Moreover, it was reported that Star Marshal Elladall was convinced of the necessity to support capsuleers in their fight against the Triglavian invasion by Provost Marshal Valkanir. The Inner Circle ultimately voted in favor of recommending the New Eden Defense Fund proposal to the full CONCORD Assembly, urging for legislative action to secure funding for the outlined measures. A special session of the CONCORD Assembly was scheduled to take place on the evening of July 26, 2019, with the intention to deliberate funding options for the significant military spending increase suggested by the Inner Circle, DED, and AEGIS.
In related news on that same day, several incidents occurred involving various factions. The Lai Dai Protection Service Forces executed raids on several monasteries and medical research facilities located on Intaki V. Simultaneously, the Onikanabo Brigade reportedly engaged in combat against the Intaki Militia and Condotta Rouvenor troops in a show of support for the Lai Dai forces.
Protests erupted across local clans in Sundsele following the arrest of six Mikramurka Defense officials, who were subsequently transferred to the custody of the Tribal Council. Additionally, the Federation-CONCORD Ecological Survey Teams announced "significant progress" in restoration efforts on Mannar VIII. Reports surfaced regarding the arrests of MIO officials on Alkabsi, Mabnen, and Thebeka, carried out by the Imperial Guard and House Troops. Furthermore, a devastating raid on the Federal Colony at Stoure IV was attributed to a splinter group of Sansha's Nation, known as "Vimoksha Chorus."
These events highlight the intense and multifaceted conflicts present in New Eden, including the ongoing military actions involving factions such as the DED and AEGIS, alongside various local entities. The proposals and subsequent discussions surrounding the New Eden Defense Fund exemplify the urgent need for resources and coordination in response to mounting external threats.
Galactic Hour News Roundup: Invaders from the Abyss Edition
On June 4th, 2019, The Scope's Galactic Hour with Ret Gloriaxx reported on ongoing incidents involving the Triglavian invasion of New Eden. Since the initial appearance of Triglavian ships in systems such as Colelie, Haatomo, and Yuhelia, numerous high-security areas have experienced roaming fleets of Triglavian vessels, marked by extensive scouting operations and aggressive attacks against nearby vessels.
Triglavian presence in local systems resulted in various effects attributed to their advanced technology and experimental spatio-temporal techniques. Analysts speculate that ongoing Triglavian activities may involve deliberate manipulation of space-time, leading to interference with communications and security networks. Despite the chaos, CONCORD reassured citizens by stating the situation was “contained” while encouraging capsuleers to assist in combating the invasion.
CONCORD Response Criticized by System and Planetary Authorities
In light of the Triglavian invasion, authorities from affected systems, including Governor Cirial DuFey of the Gallente Federation and General Volgar Kulsebok of the Republic Militia, voiced criticism of CONCORD's response. Describing it as "feeble," DuFey emphasized the inadequacy of CONCORD and the Federal Navy's efforts. General Kulsebok further highlighted the better cooperation he experienced with the Federal Militia compared to CONCORD’s lackluster support in the defense against Triglavian forces.
While Amarr authorities have largely refrained from commenting, reports surfaced of complaints from planetary Holders regarding trade restrictions due to Triglavian incursions. On the other hand, the Caldari State took a different stance by allocating significant weapon supplies to their defense forces, asserting independence from CONCORD’s involvement in safeguarding their domain.
New Eden Powers Hold Summit on Invasion Defense and Co-operation
In a bid to address the invasion, representatives from various New Eden powers, including those from the Inner Circle, convened in FDZ4-A on June 4th, 2019. The summit, organized by the Society of Conscious Thought, aimed to discuss coordinated defense strategies against the Triglavian incursions. Notably, representatives from several groups, including the Angel Cartel and Guristas, attended at the request of the Society, though no delegations from the Blood Raider Covenant or Sansha's Nation were present.
Supreme Court Strikes Down FIO Injunction on Invasion Reporting
Additionally, the Supreme Court of the Gallente Federation took decisive action on June 4th, 2019, by striking down an injunction from the Federal Intelligence Office that sought to limit the press's ability to report on the Triglavian invasion. The Court underscored the importance of unrestricted access to information, declaring the injunction unconstitutional given the role of capsuleer news services in disseminating news about the ongoing situation.
The coverage from The Scope's Galactic Hour illustrates the tumultuous atmosphere in New Eden, highlighting the varied reactions of authority figures and the necessity for cooperation among different factions to combat the Triglavian threat while navigating the resulting political landscape. The situation remains fluid as capsuleers and various state actors engage in strategies to counter the ongoing invasion and mitigate its impacts across the star clusters.
Ishukone and CEP Battle SARO in CONCORD Assembly Over Dangerous Research Materials
On February 12, 2019, a significant event unfolded at the CONCORD Assembly in Yulai, where Ishukone CEO Mens Reppola represented the Caldari State in a crucial appeal concerning the handover of Triglavian trinary samples. This was prompted by an order from SARO Command Liaison Captain Oveg Drust to the capsuleer organization Arakata Research Consortium [-ARC-], requiring them to surrender a stockpile of over 20,000 samples. The Caldari State, concerned about a potential threat, subsequently requested that the committee session be held openly, which was granted due to support from various media organizations and the State delegation.
During the session, Reppola emphasized the urgency of the situation. The samples were deemed vital for developing a countermeasure to combat a modified Rogue Drone virus affecting stations in the Semiki system. Other organizations, such as Ishukone-Raata Enforcement Directive [I-RED], Heiian Conglomerate [HECON], and Sapphire Interstellar Capital Holdings [S-ICH], were also working on collecting similar research materials following the containment breach.
Ishukone Watch Chief Investigating Officer Kauntora Itkaku provided critical testimony, outlining the risks posed by the virus, which had already infiltrated essential systems at the Zainou and Aliastra stations. They raised alarms about the potential for the virus to spread beyond its current containment, risking further damage to infrastructure and operations in the area. The measures taken thus far, including quarantines, were acknowledged as temporary solutions.
In response to these concerns, Wiyrkomi Peace Corps CEO Sekadama Roikikasvio revealed evacuation efforts of non-essential personnel due to the escalating threat. Reports indicated that the virus had compromised the Zainou Biohazard Containment Facility, and experts predicted imminent risks for the Aliastra Warehouse.
Despite these challenges, the appeal resulted in a ruling favoring Ishukone and Zainou, contingent upon the eventual surrender of remaining materials to SARO after the development of a successful countermeasure prototype. Reppola expressed satisfaction with the ruling, which highlighted the importance of collaboration between factions in addressing emerging threats.
The discussions also touched upon related developments, as capsuleers began reporting increased Drifter activity in New Eden. Notably, there were claims about Drifter battleships and Sleeper drones sighted in Semiki, underscoring the intertwined nature of security issues across various factions.
This event at the CONCORD Assembly illustrated the complexities of inter-faction relations in New Eden, as Ishukone navigated the delicate situation involving SARO, other capsuleer organizations, and emerging threats, all while striving to secure vital research materials to combat an escalating crisis.
Republic and Federation Condemn "Kahah Massacres"; Threaten Sanctions or Worse
On October 29, 2018, tensions increased between the CONCORD powers when Republic and Federation delegates issued threats against the Amarr Empire following the crisis in the Kahah system. Special Representative Keitan Yun and Ambassador Devan Malate condemned the Khanid Kingdom's actions amid the ongoing uprisings, calling for an end to hostilities and advocating for a diplomatic resolution. They emphasized that the Amarr Empire must intervene to protect the lives of rebels, warning of potential economic sanctions if there is no response.
Furthermore, the Republic and Federation representatives indicated they might provide military support to the rebels, citing the Amarr Empire's failure to control the situation. This assertion was met with criticism by State and Imperial delegates. The Inner Circle's President, Seri Okonaya, stated this could contravene the Yulai Accords and the Emergency Militia War Powers Act (EMWPA), which restricts military engagements between national armed forces outside of designated combat zones.
Keitan Yun highlighted previous violations of the Yulai Convention and the EMWPA, suggesting that CONCORD has overlooked these incidents in high-security space. He also accused the Khanid Kingdom of involvement in the October 8th attack on Rens Brutor Tribe Station 6-8, which involved the lethal agent known as "Deathglow." During this discussion, Yun mentioned that a Khanid Holder tied to the Kahah crisis was also a suspect in the Rens attack, pointing to longstanding connections between the Khanid and Blood Raiders.
In defense of the Khanid Kingdom, Imperial delegate Captain Marshal Sirdan xer Qosh rejected accusations from the Republic and Federation. He framed the Kingdom as a victim of Blood cultist attacks while asserting that the military actions taken were necessary to quell an internal rebellion, cautioning that outside provocations could exacerbate the conflict. Marshal xer Qosh further questioned the motivations of the Republic and Federation, accusing them of escalating tensions while secretly supplying arms to the rebels.
The Caldari delegate, CBD CEO Imanima Himpas, reaffirmed the stance that the turmoil within the Kahah system was an internal issue for the Khanid Kingdom. Nevertheless, she joined the call for a cessation of hostilities. In response to a potential resolution, Marshal xer Qosh offered clemency to rebels willing to surrender, provided this would be recognized by the Imperial Throne.
Despite reaching a conditional agreement, the Republic and Federation posited that peace would remain elusive unless negotiations began recognizing the rights of the rebels. Keitan Yun declared that the rebels would not cease fighting if it meant returning to slavery, highlighting their commitment to freedom.
Efforts by both the Amarr Empire and Minmatar Republic to propose policy resolutions during this session were obstructed, as vetoes were employed, and the matter was ultimately referred to the full CONCORD Assembly for further consideration.
Kahah Casualties in the Millions; Deathglow Drug Linked to Attacks; Queen Zidarez Injured but Safe
Kahah III, part of the Khanid Kingdom, witnessed devastating events on October 24, 2018. Reports indicate that millions of casualties resulted from chemical weapon attacks, widespread slave revolts, and "pacification actions" by Khanid forces. These violent occurrences follow the utilization of renowned drugs such as "Deathglow" and the mutagenic booster "Insorum."
The chemical weaponry, revealed to be linked to "Deathglow," caused significant chaos in the Kahah system over just two days. Insorum is known for countering vitoxins that control slaves, raising moral questions about the Khanid response and the ensuing human tragedy.
During the attacks, Queen Zidarez Khanid was reported missing but has since been rescued by the 7th Asbara Cyber Knights. They confirmed she was "injured but safe" and in need of medical transport to Khanid Prime.
In the aftermath, Kahah III has been placed under strict quarantine, with Khanid ground forces, including the notorious 7th Asbara and the 19th Royal Uhlans, undertaking aggressive actions to suppress the revolts. Reports from the Republic Security Services suggest a "wholesale slaughter," with masses of individuals being forced into slave ghettos and subjected to violent reprisals.
The Minmatar Republic and the Thukker Tribe have urgently condemned the Khanid Kingdom's brutal response, calling for an emergency session of the CONCORD Assembly. In support, the Gallente Federation has echoed this protest. Conversely, the Caldari State, traditionally an ally of the Khanid Kingdom, has confined its comments to expressions of sympathy while hoping for restoration of normality.
The Amarr Imperial Chancellor's office announced that the "terrorist attacks" within the Amarr Empire would prompt a robust military response, identifying connections between the recent events in the Khanid Kingdom and similar actions on the Imperial planet of Oris. The Ministry of Internal Order implicated cultists and drug gangs associated with the Blood Raider Covenant as perpetrators.
Khanid plenipotentiary representative Sa-Baron Alar Chakaid offered gratitude for the Queen's rescue from "Minmatar terrorists and Ammatar blood cultist traitors," while justifying the removal of slaves from Khanid property amidst ongoing conflicts. He confirmed links to previous attacks, associating them with the same drug trafficking networks.
In a related note, on October 23, the Agency capsuleer contracting organization began recruiting freelancers to target and disrupt operations linked to the Deathglow drug, prominently utilized by the Blood Raider Covenant.
On September 12, 2018, a joint report was presented to the CONCORD Assembly by the Aidonis Foundation and the Sisters of EVE (SOE), highlighting a significant increase in crew losses attributed to the destruction of space vessels. The report indicated that this alarming uptick was largely due to the ongoing dangers faced in unknown regions of space, particularly during capsuleer expeditions into Abyssal Deadspace, as well as the casualties incurred in Anoikis, also known as "W-space."
The Aidonis Foundation pointed out that there has been a concerning rise in incidents of complete crew loss on civilian shipping along less secure routes, specifically across regions such as Aridia, Khanid, Tash-Murkon, Devoid, Derelik, and Molden Heath. The figures in the report suggest that unexplained disappearances of ships have tripled over the past year, which raises concerns about potential causes like increased pirate activity and new threats from entities such as Drifters, Sleepers, and Triglavians.
SOE spokeswoman Aitiri Kudash commented on the high rates of crew losses, estimating that millions of non-capsuleers are lost daily within New Eden. She highlighted that recoveries for those lost in unknown regions are almost impossible. This difficulty is compounded in Abyssal Deadspace, where search and rescue missions face insurmountable challenges in tracking escape boats and survival pods.
The report emphasizes that serving aboard capsuleer-piloted vessels is a perilous profession. Despite the risks, a high demand for skilled crews and support staff remains, keeping billions employed. While smaller starships may require fewer crew members, larger vessels typically need hundreds to thousands to operate effectively. Veteran propulsion systems engineer Dejan Mendelli shared his perspective, describing the razor-thin margins between life and death encountered during operations. He recounted his survival during the destruction of an Obelisk-class freighter, indicating that quick decision-making from pilots can be the difference between safety and disaster.
To enhance crew safety, capsuleer vessels are equipped with various safety measures, including escape pods and long-term survival suits. Additionally, the SCC offers life insurance and financing for backup clones at favorable terms for space crews. Nevertheless, the SOE argues that these measures are inadequate in preventing crew losses.
In closing, Aitiri Kudash urged capsuleers to reflect on the ramifications of their activities, stressing the importance of considering the well-being of their crews while venturing into uncharted territories. She emphasized the existence of families who depend on the safe return of these crew members and called for CONCORD to take necessary actions to address the inherent risks that capsuleers face in regions such as Anoikis and Abyssal Deadspace.
Yulai - December 3, 2017 - CONCORD's Directive Enforcement Department has alerted the public regarding heightened rogue drone activity within New Eden's Drone Regions. The monitoring stations responsible for these areas have detected an uptick in rogue drone presence, which is now being assessed as a "serious and rising" threat by the Directive Intelligence Agency.
This announcement follows a recent CONCORD Assembly meeting that addressed various cluster-wide security threats, including discussions on emergent threats such as the infamous Drifters and rogue drones. Many observers were left dissatisfied by DED General Odo Korachi's assertion that the DED is "monitoring the emergent threat profile at all times," as the lack of robust detail during the discussions raised concerns among officials.
During a Caldari-Minmatar Border Security Summit held on Hek V, Brigadier General Kegaira Raikanen from the Caldari State Peacekeepers expressed his discontent with General Korachi's remarks, emphasizing the importance of security improvements along the Osmon-Hek Corridor. Colonel Sitmulf Olundur from the Minmatar Republic Command echoed this sentiment, noting historical tensions between the Caldari and Minmatar but praising the Inner Circle's efforts to enhance defense and security options.
The atmosphere among military leaders at the summit was predominantly one of anxiety, rooted in fears of a potential rogue drone swarm. Insiders in the field of emergent AI research, who spoke anonymously due to the sensitive nature of their work, suggested that another outbreak this year could signify a critical evolution in rogue drone behavior, intensifying the urgency felt by security forces.
On December 1, 2017, a significant update emerged from Yulai as CONCORD's Inner Circle authorized an extension of Clone State Alpha to include battleship capability. This revision allows both empire and independent capsuleers to access basic training for battlecruisers and battleships.
The rationale for this extension is rooted in the escalating threats posed by various factions in New Eden, particularly the Drifters and pirate groups. The Inner Circle characterized this adjustment as a necessary measure in light of concerns raised by member states during the CONCORD Assembly. Captain Marshal Sirdan xer Qosh, representing the Amarr Empire, underscored the urgency of the situation, emphasizing the imperative to bolster military capabilities amid growing threats.
As part of the rollout, all clones designated for Clone State Alpha will receive quantum-entangled 4-Helium, facilitating their knowledge and skill development in piloting and equipment operations. Furthermore, the Society of Conscious Thought is set to provide guidance to cloning companies on updating existing stocks to enhance their capabilities.
This development marks a proactive step by the Amarr Empire and CONCORD to ensure that capsuleers are adequately equipped to confront the challenges facing interstellar peace in New Eden. The implementation of these measures is anticipated to be completed shortly, allowing for an expanded military presence to address the threats posed by pirates and hostile entities.
The involvement of the Amarr Empire in these discussions reflects its commitment to maintaining stability in the region and safeguarding its resources from unauthorized exploitation. The new capabilities afforded to capsuleers aim to preserve the sovereignty of New Eden's various empires while preparing them for potential conflicts that may arise.
Yulai - On November 29, 2017, the CONCORD Assembly convened to address the rising threats posed by pirate organizations, specifically highlighting the increasing activity of the Blood Raiders and the Guristas. This meeting brought together representatives from the four major empires, who voiced their concerns over the escalating raids targeting empire resource fields.
The delegates expressed particular alarm over the boldness of multiple pirate factions, including the Blood Raiders and Guristas, as well as the Angel Cartel and Serpentis, in launching strikes against mining expeditions and resource extraction operations. In response to these threats, a joint resolution was passed to expand and extend the program for hiring capsuleer freelancers via the Agency, which acts as a liaison for freelance and mercenary activities in New Eden.
The Amarr Empire and the Caldari State especially pushed for answers regarding the establishment of Blood Raider and Guristas "Forward Operating Bases." They urged DED's General Odo Korachi to share intelligence that indicated a growing number of these bases. General Korachi confirmed that these concerns were legitimate and committed to referring the issue to the Inner Circle for immediate consideration.
While concerns over piracy dominated this assembly session, discussions on other emergent threats, such as the Drifters and rogue drones, were minimal. The DED command authority stated that they were continuously monitoring the evolving threat landscape.
Inner Circle and SOE Collaboration
On April 11, 2017, a protocol was established for transferring the Project Discovery citizen science network to CONCORD oversight, as announced in a joint statement by the CONCORD Inner Circle and the Sisters of EVE (SOE). This agreement followed the successful launch of Project Discovery in March YC118, which focused on the categorization and analysis of Drifter tissue samples.
Project Discovery, led by SOE's Chief Scientist, Professor Emma Lundberg, made significant progress in analyzing these samples, resulting in notable technological advancements, including the synthesis of Antipharmakon boosters and new cloning technologies.
However, the SOE faced controversy for distributing cloning advances associated with Clone States Alpha and Omega to the four empires without prior consultation with CONCORD. This action was in violation of Directive Alpha Gamma 12 of the Yulai Convention, which governs strategic technology sharing. Following exposure at a CONCORD Assembly summit in October YC118, there was speculation about potential retaliatory measures from CONCORD towards the SOE.
In the joint statement, the need for oversight in citizen science was emphasized. It stated that "conditions in the interstellar community today are such that it is essential to place citizen science efforts relying on the liquid router network under proper oversight, so that any scientific findings and technological development may be shared evenly and without risk of bias." The statement also recognized the successful outcomes of collaborative scientific inquiries, referencing the recent Kyonoke Inquest linked to the Society of Conscious Thought.
Further gratitude was expressed towards Professor Lundberg for her innovative contributions to establishing the framework for decentralized analysis of Drifter samples. Following this, Professor Michel Mayor, noted astrophysicist and head of CONCORD's Deep Space Research Division, was appointed as the new Director of Citizen Science for Project Discovery.
The reorganization is anticipated to take several months, during which the work related to Drifter tissue analysis will persist until the transfer to CONCORD oversight is finalized.
The Society of Conscious Thought has confirmed a significant operation that occurred on April 2, 2017, focusing on stricken quarantine zones affected by the Kyonoke Plague in various locations including Postouvin, Muttokon, Efu, and Oijanen. This mission marked the first coordinated effort to breach the quarantine zones that had been established around these sites.
Science teams from across New Eden participated in the evidence gathering operation, which aimed to catalog and inspect the aftermath of the Kyonoke Plague while also providing assistance to any survivors found in the affected areas. Reports from the operation indicate that it was successful in yielding thousands of images, holo recordings, and crucial data regarding the extent of the situation, all of which were sent to the Kyonoke Inquest Center's databanks.
This operation also allowed the affected organizations, such as Astral Mining and federal authorities, access to valuable telemetry and security logs from the quarantined RP4 facility for the first time since the initial lockdown on February 13, 2017. However, in the interest of security, all information regarding the ongoing investigation was classified by the CONCORD Assembly's Inner Circle until the Inquest's conclusion, scheduled for April 8, 2017.
The Society of Conscious Thought’s involvement in this multi-region endeavor highlights their commitment to addressing the critical issues posed by the Kyonoke Plague and aiding in the recovery of New Eden from this crisis.
Genolution Confirms Kyonoke Outbreak In Efu; Gives Details On Containment
On February 20, 2017, the Society of Conscious Thought (SoCT) confirmed their contact with Genolution regarding the outbreak of the Kyonoke Plague in Efu. This confirmation came during a press conference led by SoCT Elder Mentor Matshi Raish, who detailed the containment measures in place at the Genolution biotech production facility.
During the press conference, Elder Raish announced the presence of the plague across all nine sealed decks of the facility, emphasizing that such measures were imperative to prevent further contagion spread. The Elder indicated that the Society was actively collaborating with various authorities, including the CONCORD Assembly, to manage and resolve the ongoing crisis expediently.
Elder Raish shared concerning details about the individuals potentially exposed to the Kyonoke Plague. The facility's security count indicated that 729,112 individuals were within the quarantine area when it was established. Tragically, it was reported that approximately 65,000 individuals had succumbed to the early stages of the plague, while it was believed that nearly all remaining individuals had also been exposed.
In response to a barrage of questions from reporters regarding the crisis, Elder Raish reassured the attendees that "every possible avenue" to save lives was being explored. Genolution is coordinating closely with imperial authorities to address the outbreak promptly and minimize further fatalities. They warned, however, of the Kyonoke Plague's highly infectious nature and its grim 100% fatality rate, making containment challenging.
Elder Raish outlined the only known measures to destroy the pathogen, which include either exposure to extreme heat or absolute zero in a vacuum. They expressed a desire to avoid using these extreme methods on those affected within the containment area.
The press conference concluded after approximately thirty minutes, with Elder Raish returning to the crisis center onboard the station to continue efforts in managing the outbreak.
On October 18, 2016, multiple raids across New Eden were conducted by covert strike forces affiliated with the Blood Raider Covenant, prompting CONCORD and all four core empires to issue emergency reports. The operation was characterized by the use of advanced stealth nanocoatings, enabling the Blood Raiders, operating under the designation "Cold Iron," to circumvent military early-warning systems.
These coordinated attacks suggested a large-scale initiative led by Blood Raider leader Omir Sarikusa, who called upon Sani Sabik cults to "rise up." The raids focused on military cloning facilities, aiming to seize resources for the Blood Raider cause. CONCORD confirmed that Blood Raider forces were engaging in military actions against the CONCORD Assembly, leading to a plea from the organization for independent capsuleers to assist in countering the threat.
The DED's General Odo Korachi announced the distribution of updated intelligence concerning Blood Raider Covenant bases. This included emergency updates to scanning algorithms, enabling sensor systems to detect the previously concealed Cold Iron nanocoating. Reports emerged of specific incidents where commercial cloning facilities became targets of these cultists.
Among these reports was an unconfirmed account from the Minmatar Republic stating that a military cloning facility in the Northern Mikramurka Steppes had come under assault from "Blood cult terrorists." The situation continued to escalate, and the DED reiterated its call for capsuleers to engage in combat against Blood Raiders wherever they may be encountered.
On October 15, 2016, a significant development involving cloning technology was announced during a special session of the CONCORD Assembly held in Yulai IX. It was revealed that the four empires comprising the main CONCORD powers—the Amarr Empire, Gallente Federation, Minmatar Republic, and Caldari State—are utilizing new capsuleer cloning technology. This technology, intended to enhance their military forces, was supplied by the Sisters of EVE (SOE).
During this assembly, delegates from the aforementioned empires confirmed that their respective navies are integrating this advanced cloning technology to increase the pool of potential capsuleer recruits. Notably, the Amarr Imperial Navy and Gallente Federation Navy admitted to developing or acquiring the technology for militarization purposes.
Amidst the discussions, Special Representative Keitan Yun of the Minmatar Republic announced that the Republic Fleet also possesses this groundbreaking technology. This prompted the Caldari State delegation to reveal that both their navy and corporate security forces are progressing in their military applications for the cloning technology.
A point of contention arose when it became evident that the entities had received the specifications for this cloning technology directly from the SOE, which has now raised questions regarding the legality of such actions. The official communique from the assembly articulated concerns about the Sisters of EVE circumventing established CONCORD treaties and the appropriate protocols for technology sharing within the interstellar community.
The assembly's deliberations underscored the "development of novel techniques in cloning and personality transfer technology" and reiterated the legality of employing these innovations for military purposes as dictated by the Yulai Convention. The Sister of EVE, however, chose not to comment when approached by the Scope for insights on the situation.
YULAI - On October 13, 2016, the CONCORD Inner Circle called for a special session of the CONCORD Assembly, urging delegates to be on standby at the CONCORD Bureau in Yulai. This emergency meeting, scheduled for the morning of October 14, has prompted reports of heightened readiness within the DED's Sanctum Fleet. The nature of the session remains undisclosed, though it may revolve around significant developments in technology sharing.
Information from sources within the Secure Commerce Commission (SCC) indicates an upsurge in activity in the Interstellar Technology Sharing Audit and Inspection Office, affectionately known as the "AG12 Office." This office, part of the SCC, oversees the regulatory aspects related to interstellar technology sharing as stipulated by Directive Alpha Gamma 12 under the Yulai Accords.
The AG12 directive, which was controversially ratified during the Yulai Accords negotiations and is embedded in the legislative appendices of the Yulai Convention, has been vital for CONCORD in its efforts to uphold the interstellar balance of power. Importantly, the Inspector General of Interstellar Technology Sharing oversees both SCC and DED sub-agencies, a rarity in New Eden.
In accordance with Directive Alpha Gamma 12, the DED operates a permanent "Warranted Regulation of Interstellar Technology Sharing" taskforce, which has drawn more formal complaints from CONCORD Assembly delegates than any other DED organization. This includes the notorious SARO special forces unit. Reports suggest that members of the WRITS taskforce have been involved in meetings with the AG12 Office at the SCC Depository orbiting Tar III.
Despite inquiries about the agenda for the CONCORD Assembly's special session and the increased activities of the SCC and DED, press offices from the CONCORD Assembly, Inner Circle, DED, and SCC have declined to provide comments or clarifications.
YULAI - June 29, 2016 - The CONCORD Assembly announced the release of key Serpentis Corporation installation locations across New Eden through the Scope Network. This unprecedented move follows the Scope Network receiving an independent broadcasting license. The initiative has attracted many independent capsuleers eager to claim rewards for seized Serpentis assets.
The Scope Network launched its new broadcasting channel at 11:14 NEST, providing minute-to-minute details directly to capsuleers' Neocom. CONCORD declared that any pilot destroying Serpentis installations can salvage recovered assets, blueprints, and equipment without restriction, emphasizing their availability to the first claimant.
Brigadier General Odo Korachi, commanding officer of the DED's Genesis Fleet, reminded participants that while this opportunity exists, all standard CONCORD legislation regarding combat between pilots remains effective within these designated locations. He reassured that this initiative is not a free-for-all event but part of a controlled dismantling of illegal Serpentis facilities, a criminal organization blacklisted by the CONCORD Assembly.
General Korachi alerted capsuleers to the presence of numerous Serpentis vessels at these sites, advising caution when approaching. He also emphasized that the responsibility for rewards for the destruction of hostile assets lies with the Scope Network, a private entity allocating military contracts in line with the Yulai Convention.
As of the announcement, over ten thousand capsuleers have reportedly engaged in private military contracts with the Scope Network, signaling a considerable shift in New Eden's combat dynamics against the Serpentis Corporation.
YULAI - On June 21, 2016, the Upwell Consortium faced severe criticism during an open Inner Circle session on Interstellar Security. The delegate from the Society of Conscious Thought, Elder Mentor Matshi Raish of the Jove Empire, raised concerns regarding Upwell's activities related to a series of recent raids on Serpentis Corporation installations.
These raids, reportedly executed by Intara Direct Action and the Ostrakon Agency, targeted Serpentis shipyards suspected of constructing new capital ship designs reminiscent of Gallente vessels. During the session, Raish questioned Upwell's motives after it became known that they had acquired substantial blueprints and construction materials from these operations.
Raish delivered a pointed statement that resonated with the four other empire delegates present. He urged Upwell to surrender all materials obtained from the raids to the Directive Enforcement Department. In his statements, he hinted that failing to comply could lead to potential economic sanctions against the consortium and its member corporations.
After the session, when pressed for additional comments, Elder Mentor Raish refrained from further elaboration, redirecting inquiries to his previous remarks during the meeting. The other four delegates also declined to make additional statements, maintaining silence beyond the Inner Circle discussions.
Jovian Directorate Withdrawal from CONCORD
On March 15, 2016, a significant shift occurred in New Eden’s political landscape when the Jovian Directorate formally announced their withdrawal from the CONCORD Inner Circle. This unprecedented decision was presented by CONCORD Inner Circle President Seri Okonaya during a press conference held in Yulai. The Society of Conscious Thought (SoCT) was subsequently named as the successor state of the Jove Empire for all future matters concerning the CONCORD Assembly and Inner Circle.
President Okonaya elaborated on the reasoning behind this decision, indicating that the Jovian Directorate had expressed a desire to step back from its influential role in interstellar diplomacy. Following months of deliberation, it was concluded that the SoCT would assume the functions formerly held by the Jovian Directorate within CONCORD.
During the press conference, SoCT Elder Mentor Matshi Raish was introduced as the Society's representative in the Inner Circle. This marked Raish's first public appearance since the destruction of his Gnosis-class vessel by Amarr Navy and capsuleer forces in July of the previous year. His involvement in the incident, particularly concerning the scanning of the late Empress Jamyl I's titan, had raised numerous questions about his intentions and safety.
Addressing the audience, Mentor Raish conveyed the significance of the SoCT’s new role. He emphasized the close historical ties to the Jove Empire and recognized the responsibility of upholding their cultural legacy. Raish expressed hope that the Society could contribute to peace efforts in New Eden, specifically regarding conflicts with entities known as 'Drifters'. He advocated for a foundation of mutual understanding as a path forward.
Despite inquiries, both Okonaya and Raish refrained from elaborating on the current status of the Jove Empire or the implications this transition would have on the transfer of advanced Jove technologies. Additionally, Raish did not clarify the circumstances surrounding his actions in Sarum Prime or his prolonged absence from public life.
This momentous event marked the conclusion of the Jovian Directorate's involvement in New Eden's astropolitical arena, elevating the SoCT to a dramatically more significant position than before. It signaled a transformative change, with the SoCT now poised to engage as a vital player alongside New Eden's four major nations in the quest for peace and order.
On August 22, 2015, emergency diplomacy was prompted by the assassination of Empress Jamyl I, which involved a Drifter strike force. The tragic event led to high-level discussions within the CONCORD Assembly's Cluster Security Committee. A spokesperson for CONCORD's Inner Circle expressed their shock and sadness over the Empress's death, emphasizing a commitment to maintaining security across New Eden, stating that their vigilance was heightened due to the concern posed by the Drifters.
The Caldari State reacted to the crisis by conveying their condolences through the Chief Executive Panel (CEP). The CEP noted Empress Jamyl's significant influence on the relationship between the Caldari and the Amarr, describing her as a leader who contributed positively to State and corporate relations. In response, the Caldari Navy was put on alert, and corporate security forces were mobilized to safeguard their assets against any potential Drifter threats.
In the Gallente Federation, President Jacus Roden addressed the nation, praising Empress Jamyl for her leadership qualities and the diplomatic role she played in reducing conflicts with the Federation. Despite their differences, he extended heartfelt condolences to the Amarr people and announced the repositioning of Federation Navy forces to prepare for potential invasions, reinforcing the Federation's commitment to monitor Drifter activities.
Meanwhile, the Minmatar Republic's leadership, represented by Sanmatar Maleatu Shakor, expressed concern regarding the situation. While stating that they assessed no immediate threat from the Drifters, Shakor highlighted the destabilizing effects of the Empress's violent removal from power. He voiced a particular concern for enslaved individuals during this period of unrest in the Amarr Empire, indicating a humanitarian stance amidst political turmoil.
Contrasting this caution, reactions from the Minmatar populace differed significantly. Reports indicated scenes of celebration in various cities, showcasing jubilation over the Empress's assassination. Shakor chose not to comment on these celebrations, while Chief Tenerhaddi Dykon of the Krusual Tribe publicly declared his approval of the crowd's reactions, citing it as a rightful rejoicing at the demise of what he termed a “rabid slaver hound.”
Overall, the death of Empress Jamyl I elicited a significant response from all major factions in New Eden, underscoring the profound impact her assassination had on interstellar politics, security measures, and the varied public sentiments within different factions, particularly among the Minmatar.

CONCORD Assembly
On April 24, 2015, a significant event occurred in New Eden when a live broadcast from DED Headquarters was disrupted by the unexpected appearance of a Drifter battleship. This incident took place in orbit of Yulai X, where the battleship emitted a high-frequency broad-band data stream that caused disruptions to fluid routers and switches across five solar systems, including Yulai, Kemerk, Deninard, Arant, and Tourier.
The broadcast was intended to feature a press conference with scientists who had conducted the first confirmed autopsy of a Drifter. Among those involved in the autopsy report were Doctors Anslo Tetua and Mizhir Starsurge, along with capsuleers Kybernetes Moros and Kalo Askold. Their findings were submitted to the CONCORD Assembly and subsequently declassified by the Directive Enforcement Department (DED), following comments from DED Director of Operations Arve Vesren, who emphasized the importance of swift information dissemination concerning Drifter capabilities for organizations to prepare defense protocols.
This report marked a crucial moment in the understanding of Drifter genetics and physiology, raising numerous questions about this enigmatic faction. The DED handed the findings to the Inner Circle for further discussion, indicating the gravity of the situation and the need for deeper investigation into the implications of Drifter activity in New Eden.
While fluid router services were restored in the affected solar systems, reports indicated that a Drifter vessel continued to patrol the area, showcasing their ongoing presence and potential threat in New Eden.
YULAI - On February 18, 2015, following an emergency meeting of the Security Committee of the CONCORD Assembly, CONCORD officially lowered its fleet alert status from 'High' to 'Ready to Deploy'. General Odo Korachi, the Genesis Fleet Commander, confirmed that fleet elements had been redeployed to ready positions, with authorization for maximum response returned to fleet command by all field commanders. However, he declined to provide further details about what 'maximum response' entails.
In the hours preceding this decision, the fleets of New Eden's major powers were observed at different levels of alert. Reports from the Caldari State indicated that megacorporation security fleets were mobilizing, and the Caldari Navy was taking up defensive positions along its borders with both the Gallente Federation and the Minmatar Republic. Simultaneously, the Gallente Federation noted movements of its Navy ships, and the Federation Intelligence Office launched surveillance drones across Gallente territory on the orders of President Jacus Roden.
Conversely, the Minmatar Republic exhibited low fleet activity despite a noticeable increase in the readiness of Republic Fleet forces. The Amarr Empire's response to the Drifters and the appearance of numerous large structures in their territory was described as restrained. The Imperial Navy and House fleets maintained a significant patrol presence since the accession of Empress Jamyl Sarum, with a slight increase in activity observed through the launch of several squadrons from the Imperial Navy's 1st Throne Worlds Fleet.
The most notable interactions with the Drifters within this 24-hour timeframe involved independent capsuleers, who were quick to investigate the newly unveiled structures and the enigmatic vessels surrounding them. Reports indicated significant wormhole activity tied to the Drifter vessels, drawing connections to both the Sleepers and the Jove race. Capsuleers have conducted various experiments, revealing that the Drifters exhibited lethal tendencies even against the low-energy Zephyr-class exploration ship, a behavior that could lead to troubling implications given that Sleepers typically ignore such vessels.
YULAI - On December 12, 2014, the Inner Circle of CONCORD released a statement addressing the superluminal stellar anomaly known as "Caroline's Star" and the emergence of a Sisters of EVE colony in the wormhole-accessed system "Thera". The urgent investigation was prompted by the initial detection of the anomaly on November 26, 2016, identified as SSA YC116-11-26.
Following subsequent developments on December 9, 2014, where new classes of unstable yet navigable wormholes appeared, the Inner Circle expanded its inquiry. This was due to the likelihood that these events were related to the initial stellar anomaly. The Sisters of EVE supported this investigation, allowing the Inner Circle to determine the current status of Thera.
Preliminary findings indicated that the origin point of SSA YC116-11-26 is located within the W477-P star system, specifically around the central star. The investigating group assigned a high probability to this correlation. Additionally, there was a strong temporal link identified between SSA YC116-11-26 and the newly formed pathways for energy and matter.
The Thera system has been classified as "Unclaimable" under the Yulai Convention's sovereignty provisions. However, the Sanctuary—the structure operated by the Sisters of EVE—agreed to adhere to these provisions concerning their stations in Thera, maintaining access for all traffic even beyond the emergency period.
As confirmed by the Sanctuary, search and rescue operations in Thera were concluded, indicating that the state of emergency was subsiding. Re-establishment of logistical support at the remaining stations in the system was identified as a key task, progressing satisfactorily according to the Inner Circle's assessment.
The Inner Circle promised to release a more detailed interim report in the days that followed this preliminary statement. As of that date, no further insights were provided by either CONCORD agencies or the Sisters of EVE.
On October 31, 2014, a significant event unfolded in Yulai, where a special summit was convened by Keraimo Hakanuro, the Chief Investigating Officer of CONCORD's Inner Circle. The meeting was prompted by increasing reports of changes in Sleeper activity, which have become a growing concern in New Eden.
This short notice gathering aimed to address these developments, with an expected outcome that remains unclear. A variety of notable scientists specializing in Sleeper behavioral research and astrophysics from institutions such as the Science and Trade Institute and the Center for Advanced Studies attended the summit, indicating the seriousness of the discussions.
Among those present were representatives from various corporations, including Duvolle Laboratories, Zero G Research, and Propel Dynamics. Their participation likely points to the provision of technical and engineering expertise essential for understanding the ongoing changes in Sleeper behavior.
Furthermore, the summit confirmed the attendance of key figures in wormhole studies and exploration, including renowned DED Officer Vieve Creston, Sister Anza Sagera of the Sisters of EVE, and Matshi Raish from the Society of Conscious Thought. These notable attendees are influential voices in their respective fields and their involvement highlights the importance of the issues being addressed.
Despite the high-profile nature of the summit and the pressing concerns regarding Sleeper activity, contacts in Public Relations and Press for the CONCORD Assembly remained tight-lipped, refusing to provide further information on the current situation surrounding the summit.
Imperial Navy Declares Success In Research Race
On October 28, 2014, in a significant announcement from SAFIZON, the Imperial Navy proclaimed success in their research initiatives, bolstered by the support of loyalist capsuleers. The statement detailed advancements in Sleeper technology, which are poised to enhance naval capabilities. Admiral Ren Karetta emphasized the crucial role played by capsuleer organizations aligned with the Amarr Empire in facilitating these breakthroughs.
During the press conference, Admiral Karetta revealed that efforts to downsize Sleeper-derived technologies have progressed, allowing adaptations for lighter hulls, particularly within a new tactical destroyer class. This innovation holds the potential to merge compact tracking systems and hardpoint technologies, elevating the Imperial Navy's arsenal further.
Admiral Karetta acknowledged specific contributions from Admiral Ascentior of Praetoria Imperialis Excubitoris and other pilots supportive of the Empire. Their active involvement has been instrumental, according to the Admiral, in achieving the current successes and promising future advancements.
Grand Admiral Kezti Sundara, Commander in Chief of the Imperial Navy, took the opportunity to express gratitude to those serving the Empire. In a ceremonial gesture, the honorary title of Fabricator-General of the Imperial Navy was conferred upon Admiral Ascentior for his unwavering dedication to the Empire's cause.
In the aftermath of the announcement, it emerged that unconfirmed sources indicated a short notice meeting of the CONCORD Assembly's Inner Circle, convened to deliberate the broader implications stemming from the new weaponization of Sleeper technologies.
The Chief Executive Panel expressed strong discontent on December 17, 2013, in response to new leaks from the Operation Highlander after-action report. These leaks indicated implications of the Gallente Senate in overseeing illegal border breaches into Caldari territory, particularly during the timeframe between October 6, YC110 and March 10, YC115. It was reported that more than three hundred unauthorized crossings were sanctioned for the purpose of intelligence gathering.
The alarming information surfaced through a transmission released to The Scope, highlighting the enduring tension between the Gallente Federation and the Caldari State. The leaks purportedly reveal sensitive details about the combat capabilities of the Caldari Navy, specifically referencing the "Kimotoro" fleet, which is stationed at crucial points along the Caldari Border Zone, including the Lonetrek region's interface with Pure Blind and the notorious Mito constellation.
Odo Hakaalen, serving as the Corporate Relations Director for the Chief Executive Panel, characterized the leaked intelligence as "outdated" and primarily non-usable for tactical gains. He conveyed this sentiment during a press statement issued from New Caldari, elaborating on the CEP's apprehensions regarding escalating aggressive conduct from the Federal Administration.
In the aftermath of the leaks, Keraimo Hakanuro—Chief Investigating Officer for the Inner Circle—acknowledged ongoing communications with representatives of the Caldari State regarding the situation. The Inner Circle was actively engaged with both the Chief Executive Panel and the Gallente Senate, indicating that discussions aimed at addressing these serious allegations were already underway.
The overall development is a significant indicator of the delicate relationship between the Caldari State and the Gallente Federation, evidencing a history of covert operations leading to legal and diplomatic complications that resonate throughout New Eden.
BREAKING NEWS - Federation Navy Offensive
On March 22, 2013, the Federation Navy mounted a full-scale offensive against the Caldari Fleet in Luminaire. The operation commenced when a task force entered the system and engaged the Leviathan-class titan Shiigeru along with its support fleet situated in orbit of Caldari Prime.
The news rapidly spread across the Federation's media outlets, with every GalNET channel broadcasting the unfolding combat. This event caused significant disruption, as businesses began closing early and there was a substantial increase in ground traffic in major cities across the regions of Essence, Verge Vendor, and Placid, all tuned to the live coverage.
Military advisor Francois Mirelle from Scope News commented on the situation, suggesting that the Federation Navy's assault was premeditated, aimed at reclaiming control of Caldari Prime. Mirelle described the offensive as possibly the largest undertaken by the Federation Navy since the conclusion of hostilities in YC12.
Notably, the aggression displayed by the Federation Navy appeared to be unexpected, with no prior engagements with the Caldari Navy that day. Tactical experts characterized this operation as a full-scale frontal offensive aimed at breaking the blockade around Caldari Prime.
The Federation Navy's press office was unavailable for comments at the time, while the CONCORD Assembly issued a travel advisory for the Luminaire system, cautioning that any pilots entering the system would face significant risks and be flagged as global suspects. Furthermore, the Directive Enforcement Department advised capsuleers to avoid the Luminaire system entirely and clarified that CONCORD would not be responsible for any losses incurred in the ongoing conflict.
BREAKING NEWS - Watched by trillions across the cluster, the Leviathan-class titan Shiigeru has been destroyed in a pitched engagement between Federation Navy and Caldari Navy forces on March 22, 2013.
In their largest offensive action since the end of the Gallente-Caldari war in YC12, the Federation Navy moved to eliminate the threat that has been posed by the titan since it was drafted in to guard the planet and act as a deterrent against counterattack after the YC110 invasion.
Thousands of capsuleers claiming loyalty to both sides of the conflict have flooded into the system of Luminaire following the declaration of a state of emergency by the CONCORD Assembly in response to the escalating hostilities.
During the ongoing combat, which has resulted in the destruction of hundreds of independent capsuleer vessels and significant loss of crewmembers, the Shiigeru faced dwindling support and ultimately fell to fire from the Federation Navy and Gallente-loyal capsuleer vessels.
The situation intensified as wreckage from the titan reportedly began to fall on the outskirts of the city of Arcurio, with a burning section almost seven kilometers in length entering Caldari Prime's atmosphere.
Communications from the surface indicate a massive evacuation of the west side of the greater Arcurio area while ground combat continues in several districts. Trajectory analysis suggests that the wreckage may strike the west of the city.
Vlan Peloelus, a quantum physicist and starship designer for Roden Shipyards, provided insight into the final moments of the Shiigeru. They stated that "her destruction was more than likely caused by a catastrophic failure of the magnetic containment field used to isolate the core of her secondary reactor. This in turn probably caused thermal overload and eventual meltdown." They further explained that this likely explains the extensive damage observed.
As the battle for Caldari Prime rages on, the heavily damaged Federation Navy fleet continues to exert pressure on the remaining Caldari vessels, indicating an ongoing conflict with significant implications for all factions involved.
On March 22, 2013, breaking news emerged regarding a significant military engagement involving the Caldari Navy. Reports indicated that a Marshal-class battleship, part of the CONCORD fleet, was destroyed by the Caldari Navy in a confrontation near Caldari Prime.
General Odo Korachi, a commander with the Directive Enforcement Department (DED), was deployed from Yulai to monitor escalating hostilities in Luminaire. Upon his arrival, he positioned his vessel in low orbit of Caldari Prime, deploying scanning equipment to assess the situation accurately.
The Caldari Navy, led by Admiral Visera Yanala, quickly issued demands for the DED Officer to vacate the orbit, stating that the DED was infringing upon a no-fly zone enforced by their military forces. When General Korachi failed to respond promptly, the Caldari Navy reiterated their demand and granted a five-minute window for the CONCORD vessel to withdraw.
Despite these threats, General Korachi maintained his position, asserting that he was present as a representative of the CONCORD Assembly to ensure all actions were adhering to the Yulai Convention. Following this refusal to comply, the Caldari Navy engaged the CONCORD vessel, resulting in its destruction by the warship Shiigeru and her supporting fleet.
The immediate aftermath of this incident prompted a swift reaction from the Directive Enforcement Department. They declared a state of emergency in Luminaire, detailing that a comprehensive traffic advisory and global suspect flagging of all pilots operating within the Luminaire system were to be implemented.
This engagement underscores the escalating tensions and complex military dynamics prevalent in New Eden, particularly involving the Caldari Navy's assertive stance against CONCORD operations. The consequences of this encounter are likely to influence ongoing geopolitical relations in the region.
LUMINAIRE - On March 19, 2013, Admiral Visera Yanala delivered her inaugural public address from the orbit of Caldari Prime after being reinstated to command of the Leviathan-class titan Shiigeru. This address took place amid escalating tensions and a significant crisis following the collapse of Shintoko Tower.
During the address, Admiral Yanala highlighted the "heroic effort of Caldari rescue teams" as cleanup operations were underway. She commended the Provist occupation force, emphasizing their "courageousness and professionalism in restoring order" in the cities of Arcurio and Pakuri. In light of the tragic events, she led a minute of silence to honor the lives lost during this critical situation.
Furthermore, Admiral Yanala assured that residents in Gallente habitation zones on Caldari Prime would be safeguarded and emphasized that peace would be prioritized. She noted that compliance with the curfew would prevent further disturbances, declaring, "under my command, the Provist security force will continue to work toward a peaceful resolution on Caldari Prime." Her commitment extended to ensuring that all Caldari Prime inhabitants, regardless of their origin, would be protected until normalcy was restored.
The reception to Admiral Yanala's message was mixed. Paakadan Uotadan, a prominent security consultant for the Kaalakiota Corporation, praised her leadership, stating that her extensive service record in the Caldari Navy indicates a capable commander suited for the ongoing crisis. In contrast, opposition from the Gallente Federation was vociferous; Senator Rauze Coulon expressed substantial criticism of the Provist occupation force, reflecting the broader discontent in the Federation.
On a broader scale, the CONCORD Assembly maintained a discreet stance on the developments. The DED Director of Operations, Arve Vesren, commented during an Intergalactic Summit transmission, reiterating that "CONCORD will continue to closely monitor the situation," thereby indicating an ongoing concern regarding peace in New Eden.
LUMINAIRE - The ongoing conflict on Caldari Prime intensified further on March 18, 2013, with a number of attacks reported on Caldari Provincial Directorate assets in the city of Arcurio.
The unrest began to escalate early that day, marked by a series of coordinated assaults on roadblocks and security checkpoints within the southern commercial district of the city. The first incident appeared to be an accident, after a civilian vehicle collided with a Provist security checkpoint. However, investigations revealed the vehicle was carrying a large payload of low yield improvised explosives.
Reports indicated that seven more attacks of a similar nature occurred throughout the day. Additionally, several instances of Provist soldiers opening fire on civilian vehicles took place at various checkpoints on the east side of the city. In northern Arcurio, armed assaults on Provist patrols resulted in the deaths of several CPD security personnel and ethnic Gallente.
After repeated requests for a statement regarding the unrest, operational commander of the Provist occupation force Brigadier General Rus Kartaka addressed the press. He assured that "these attacks do not represent a major concern for the CPD, and operations are underway to root out those responsible for their planning and execution."
General Kartaka concluded his press conference, stating, "there will always be those dissenters who seek to cause ripples in smooth waters. The fact of the matter is that the land beneath our feet is the ancestral home world of the Caldari people, and the Caldari Provincial Directorate is here to stay. We will keep our home secure at all costs, even if doing so means the removal of all Gallente influence from Caldari Prime."
This statement received backlash from the Gallente Senate, which convened an emergency assembly less than an hour later. There were multiple calls from politicians in the Crux constellation urging CONCORD Assembly intervention.
On December 8, 2012, reports emerged from LADISTIER regarding a significant development involving the Federation. The Office of Federal President Jacus Roden confirmed that the Federal Senate had submitted a petition to the CONCORD Assembly's Inner Circle. This action came at the request of Federal Loyalist Capsuleer Julianus Soter, who serves as the Executor of the Federal Defense Union alliance, Villore Accords.
The petition arose in response to the Serpentis strike against the Federal city of Rilnais, which took place on November 29, 2012. This incident prompted concern among Federal citizens, who expressed feelings of gross negligence on the part of the Directive Enforcement Department. They criticized the department for its failure to respond to the orbital strike executed by Serpentis Capsuleer pilots against the city.
In a follow-up statement, Keraimo Hakanuro, the Chief Investigating Officer for the Inner Circle’s Internal Affairs Department, announced that an investigation into the Directive Enforcement Department's actions, or lack thereof, regarding the Rilnais Incident would be conducted under Article 2 of the Yulai Convention. Hakanuro emphasized that the involvement of both the Federation Navy and the Federal Intelligence Office would also be reviewed to ensure accountability and transparency during the investigation.
Hakanuro's statement highlighted past instances over the last five years where Federal borders had been compromised without adequate response from the Federation Navy and Tripwire forces. Although there was no immediate public response from President Jacus Roden's Office, it was confirmed that preliminary investigations into Federal border security would commence the following week.
Calls for Return of Coalition of Empires go unanswered
On July 14, 2010, amidst a renewed offensive by Sansha's Nation against the citizens of New Eden, there have been escalating calls for the four empires to unite as they did in the past. This historical partnership aimed at eliminating the threat posed by Sansha's Nation, which has shown resurgent activity after being inactive for over a century. Professor Fontine Mereux, an authority on CONCORD history from the University of Caille, emphasized the necessity of cooperation among the empires to confront this revived menace.
Supporters of unity echo the sentiment that only a combined effort can effectively tackle the threat. However, the long-standing mistrust and conflicts between the empires have rendered such cooperation unlikely. The Vherokior tribesman, Jorel Yat, underscored the sentiment that the Republic should prioritize their defense against Sansha's Nation rather than becoming entangled in the disputes between the empires. He suggested that a focus on self-protection could deter attacks.
A Gallente politician, Gugiere Ladux, brought to light the involvement of the Caldari Navy, which reportedly managed to disrupt an invading force by turning Sansha’s agents against one another. Ladux questioned why the Caldari had not shared these technological advantages with the other factions, stating concerns that any joint effort might lead to betrayal, specifically worried that the Caldari could use their techniques against others under the guise of cooperation.
The ongoing situation has not seen any substantial support from CONCORD, which maintains that the Nation does not represent a current threat. A public statement from the CONCORD Assembly indicated that they do not require additional support from the empires to address the pirate incursions. This lack of acknowledgment further complicates the potential for a united front against Sansha's Nation.
As the crisis persists, many within the empires continue to push for unity, but skepticism and apprehension prevail, indicating that the path toward creating a coalition against Sansha’s Nation remains fraught with obstacles.
Imperial Fleets Mobilization
On June 26, 2010, the Amarr Empire heightened its military readiness due to intelligence reports indicating a significant presence of Sansha military forces within the Jove Empire. This critical situation was revealed through data obtained by capsuleer Mouse Nell, prompting the Empire's response. All military assets were placed on high alert, marking a noteworthy mobilization of the Imperial Domain Fleet for the first time since the invasion that occurred in YC110.
The readiness of the Imperial fleets was complemented by the activation of regional forces belonging to the various Royal Houses. Reports from Amarr Certified News indicated that representatives of these fleets convened with the Ministry of War to discuss coordinated strategies in response to the perceived threat from the Sansha forces.
In an official statement, Court Chamberlain Pomik Haromi represented the Empress and announced the formation of a special delegation to the CONCORD Assembly. This delegation would be led by Minister of War Perimum Amyn and was stated to advocate for the interests of the Amarr Empire and its citizens in matters related to wartime engagement.
This significant mobilization of forces highlights the Amarr Empire's commitment to responding to threats within New Eden, particularly concerning the ongoing challenges posed by the Sansha and their aggressive military operations.
On April 19, 2010, Aulmont Meis was appointed the new Head of Senate, succeeding Mentas Blaque following a close vote. Meis, who had extensive diplomatic experience including negotiations with the Amarr Empire, previously chaired the Senate Foreign Relations Committee and had served within the Assembly for nearly four decades.
His educational background includes studies at the prestigious University of Caille and graduate work at Hedion University in the Amarr Empire, focusing on international relations and diplomatic studies. This academic foundation facilitated his successful transition into a political career, ultimately leading to his election in Dodenvale.
Despite criticisms regarding his negotiations, Meis has proven capable of taking a firm stance when necessary. His diplomatic approach contrasts with Blaque's more contentious style, positioning him as a consensus-builder in the Senate.
With the transition to his new role, Meis' former position will be taken over by Renvieve Jolousse. A special ceremony for Meis' swearing-in, attended by President Jacus Roden and other key government figures, is set to occur shortly after this announcement.
On June 10, 2008, a critical announcement was made regarding the implementation of the "Emergency Militia War Powers Act" by the CONCORD Assembly in response to the destruction of its headquarters station in Yulai. This decision came after an emergency meeting that included all four session members, with Fleet Admiral Kasora Neko representing the Minmatar Republic.
The "Emergency Militia War Powers Act" empowers capsuleer militias to be formed immediately and without conditions among the nation-state members of the CONCORD Assembly. This provision is aimed at facilitating uncontested combat within Empire space. Experts on the CONCORD Charter suggest that this emergency provision was intended to relieve CONCORD of any duty to intervene in combat between different nation-states, offering more protection to the DED than to any of the factions involved.
The militias authorized by this act include the Federal Defense Union for the Gallente Federation, the Tribal Liberation Force for the Minmatar Republic, the State Protectorate for the Caldari State, and the 24th Imperial Crusade for the Amarr Empire. Each of these militias plays a significant role in the ongoing conflicts within New Eden, and their formal recognition by CONCORD marks a significant shift in the dynamics of warfare and territorial disputes among the factions.
This announcement not only highlights the involvement of the Minmatar Republic through Fleet Admiral Kasora Neko but also underscores the broader implications for all factions in New Eden. The introduction of such emergency measures indicates a shift towards an environment where military engagements can occur with less restriction, allowing for greater autonomy among capsuleer militias and altering the landscape of combat within the known universe.
Illuin – May 30, 2008 – Recent developments in the New Eden galaxy have put the Minmatar Republic in the spotlight due to an incident involving Ambassador Keitan Yun. Reports from Scope News indicate that Yun is connected to a significant military action that took place in Yulai. An unnamed source claims that an armada comprising Thukker Tribe warships appeared in the system, coinciding with a threat reportedly issued by Yun against CONCORD.
The timing suggests that the establishment of this fleet was intended to back Yun’s claims, although the specific nature of these threats remains undisclosed. The diplomatic escalation followed a tense exchange between Yun and his Amarrian counterpart during Yun's inaugural address as Minmatar Ambassador to the CONCORD Assembly, a position he was appointed to by Prime Minister Karin Midular just one month earlier.
In light of the threatening show of force, CONCORD Chief of Staff Kivas Odaka has stated that Yun has become a "person of interest" in the ongoing investigation into these troubling events. As it stands, Yun's current location is unknown, raising further questions about the diplomatic implications for the Minmatar Republic and its interactions with CONCORD, whose role is pivotal in maintaining order across New Eden.
This situation is a significant turn for a faction that has been striving for recognition and partnership in a galaxy often marked by conflict and rivalry. The actions of Yun and his potential ties to military confrontations illustrate the strained dynamics that exist between the factions in New Eden, particularly between the Minmatar and Amarrians.
In a significant development on May 28, 2008, the Archangel cartel declared "democratic sovereignty" over the Skarkon System, a crucial transit hub on the border of the Minmatar Republic and unregulated space. This declaration comes amid escalating tensions between the cartel and Prime Minister Karin Midular's government, which has been struggling to maintain control and reduce crime in the region.
CONCORD swiftly dismissed the cartel's claim, labeling it "politically motivated with zero legitimacy." Despite this official stance, the Archangels presented a petition with over ten million voluntary signatures from the residents of Skarkon II, the system's capital planet, indicating they have secured significant support among the local population.
The cartel's actions cast a shadow over Midular's promise to clean up crime in Skarkon, presenting a stark political challenge as the public shows a preference for the Archangels as their governing authority. The increasing influence of the cartel in Skarkon has reportedly made them the dominant force within the system, complicating the Prime Minister's efforts to stabilize the area.
This situation has further exacerbated Midular's political woes, with her approval rating plummeting to less than 10%. The Archangel's popular backing, juxtaposed with the government's diminishing authority, illustrates a growing crisis for the Prime Minister as they grapple with an emboldened criminal organization that is increasingly seen as a viable alternative to her governance in the system.
On May 22, 2008, during a CONCORD Assembly meeting in Yulai, representatives of the Amarr Empire issued a stern warning regarding the Minmatar Republic's alleged support of terrorist activities in The Bleak Lands, specifically calling out the actions of the Defiants. The Amarr representative claimed that evidence of militias operating from within Republic borders was becoming increasingly apparent and criticized the Minmatar for their perceived inaction. The statement suggested that the Minmatar were incapable of self-governance and implied that allowing a more experienced government to intervene would be beneficial. The Amarr Empire declared it could no longer tolerate what was labeled as illegal and expansionist aggression from the Republic, demanding immediate action either by the Republic itself or by outside authorities to restore order.
This assertion, however, sparked significant discontent among other delegations, particularly from the Federation and the Republic. In response, the Minmatar Republic speaker emphasized their respect for the assembly's freedom of speech but firmly rejected the accusations made by the Amarr Empire. They reassured the assembly that investigations into the militias were ongoing and that all necessary measures were being taken to address the issue. The Republic expressed their commitment to maintaining order and not tolerating illegal activities from either internal or external sources.
This incident marked a notable point of tension between the Amarr Empire and the Minmatar Republic, highlighting the ongoing conflicts and divisions within New Eden, especially regarding governance, security, and the accusations that often fuel inter-factional strife.
Republic Academic Appointed to Ambassador Post
On May 8, 2008, Illuin – Republic Prime Minister Karin Midular announced the appointment of Keitan Yun, a distinguished academic, to serve as the Minmatar nation’s ambassador to the CONCORD Assembly. Midular emphasized that Yun's extensive knowledge of the culture and history of New Eden makes them an excellent representative. “Mr. Yun has served our nation well in the capacity of our universities,” she stated, highlighting Yun’s dedication as a true Minmatar patriot.
In this new diplomatic role, Yun is set to continue their influential academic endeavors while advocating for Minmatar interests on the interstellar stage. “This is a great honor,” Yun remarked upon their appointment. Made an honorary fellow of Republic University, they expressed gratitude for the opportunity to potentially influence the making of history through diplomacy.
Additionally, Parliament Head Maleatu Shakor expressed unexpected support for the appointment, suggesting that Yun may possess the assertiveness required to challenge the prime minister’s political decisions. “About time she picked someone worthy of the title,” Shakor commented, indicating a desire for Yun to represent Minmatar interests strongly within the Assembly.
Yun’s first engagement with the CONCORD Assembly is scheduled for an important closed-door session on the upcoming Sunday following their appointment. This meeting will be crucial for them as they begin to navigate the political landscape in New Eden while simultaneously advocating for Minmatar concerns.
Pator – On April 3, 2008, a spokesman for the Republic Parliament issued a statement concerning the actions of CONCORD regarding the recent Code Aria Inquiry expeditions, jump gate security, and the ongoing rogue drone infestations. This announcement followed a debriefing with the Minmatar Republic’s representatives to the CONCORD Assembly, revealing their distress over the Inner Circle's handling of critical security concerns.
The spokesman emphasized the Republic government's priority on the safety and security of its citizens. They expressed serious concern regarding the jeopardization of security without the Republic’s knowledge, criticizing the omissions made in a previous report regarding secured gate reactivations and the lack of proper Assembly approval for the expeditions into infested areas. This pointed criticism aimed to highlight a disturbing pattern of negligence within CONCORD.
The Republic's official statement also condemned the most recent leak of secure documents and drew attention to the alarming state of affairs within CONCORD. They specifically mentioned the troubling discovery of rogue drones within the borders of empire space, indicating that this information had been previously known to CONCORD's Inner Circle but not disclosed appropriately.
In conclusion, the statement outlined the Republic's intentions to assess the security of their jump gate system, joined by their forces and licensed agents cooperating with capsuleers to combat the rogue drone threat. They asserted the ongoing commitment to ensure that these drones remain under control to safeguard the citizens of the Minmatar Republic.
Luminaire – On April 2, 2008, the Gallente Federation's representatives within the CONCORD Assembly held a press conference to address the Federal Government's stance in light of the recently leaked Code Aria Inquiry report. This move coincided with the Amarr Empire's own press release issued the day prior, reflecting a growing concern among factions regarding security matters in New Eden.
The Gallente Federation expressed disappointment with the Inner Circle, criticizing their recent actions. The official statement highlighted the Senate's frustration regarding the "sudden activation of the secured gates" adjacent to the Infested Regions and accused the Inner Circle of failing their responsibilities, breaching trust, and withholding vital information concerning the security of the jump gate network.
Despite the serious implications of the leaked findings, the Gallente reiterated their commitment to ensuring the safety of their citizens. They assured that the threat from rogue drones, as assessed by the Federal Intelligence Office, was manageable and posed no immediate danger. A review of the security protocols for all Gallente-controlled jump gates was also announced, reassuring citizens of minimal disruption to travel within Gallente Federation territory.
In concluding remarks, the Gallente offered condolences to Mera Vahlsina, a capsuleer who lost her partner, Captain Bethol Jan Kozer, during the covert operations detailed in the leaked report. This gesture reflected the Federation's commitment to acknowledging the personal impacts of the broader geopolitical issues at play.
On April 1, 2008, the Amarr Empire, represented by CONCORD Assembly delegate Lord Qumar, publicly expressed their outrage regarding the leaked Code Aria report. In a statement issued on behalf of the Amarr Empire, they condemned the actions of CONCORD, describing the security breaches as a significant violation of the organization's charter, which fundamentally undermines trust between the empires.
Lord Qumar emphasized that the Amarr Empire feels deeply insulted by the withholding of critical data about unauthorized gate activations. The statement highlighted concerns over the safety of millions of loyal citizens, placing their security in jeopardy due to the failures associated with CONCORD's oversight.
Furthermore, Lord Qumar drew a connection between the Code Aria Inquiry and historical disasters linked to the Gallente Federation's previous Artificial Intelligence programs. He pointed out that the Gallente Federation was responsible for the construction of the jump gates mentioned in the report. This situation has been exacerbated by what they view as reckless technological advancement in Artificial Intelligence, which has led to dangerous consequences in the past.
The Amarr Empire argued that had the Gallente Federation been more transparent about delegating control of the jump gates to CONCORD, the current precarious state of affairs might have been avoided. The underlying tensions between the Amarr and Gallente highlight a potential escalation in hostilities, particularly in light of the Rogue Drone threat that has become a common concern among all four empires.
Lord Qumar concluded the address without taking questions, signaling that the Amarr Empire will not back down easily in face of what they perceive as mismanagement and negligence by CONCORD and the Gallente Federation. Commentators speculate that this development may significantly impact diplomatic relations between the Amarr and Gallente, making the Federation's forthcoming response a critical point of interest.
On March 31, 2008, representatives from the four empires, including the Amarr Empire, Caldari State, Gallente Federation, and Minmatar Republic, convened at the CONCORD Assembly in Yulai. The meeting was prompted by the discussion surrounding a leaked Inner Circle report, which had sparked significant political tension. The Inner Circle confirmed the authenticity of the report that addressed an investigation into an "unauthorized gate activation incident" that had occurred over a year prior.
A primary point of contention was the Inner Circle's revelation that no approval for a manned expedition into the Infested Regions was granted by any of the empire representatives. This expedition was intended to monitor the rogue drone threat and track the source of the unauthorized gate activations. Amid rising anger, Assembly representatives expressed outrage that critical details, including sophisticated hacking techniques used in the incident, had not been disclosed in earlier briefings.
Tension escalated during the meeting when it was disclosed that operatives sent into the Infested Regions had lost all contact, presumed killed in action. The Inner Circle confirmed the closure of mission case files, indicating the complete loss of the expedition team. The severity of the situation drew attention from the Assembly, particularly as it was connected to the questionable resignation of CONCORD Commander Rhatal, who was overseeing the jump gates when the incident occurred.
During the cross-examination, it became evident that Commander Rhatal was responsible for the mission planning that followed the gate activations. After nearly three months without contact, he resigned, taking responsibility for the mission's outcome. Also mentioned was Captain Bethol Jan Kozer, the leader of one of the teams, who was likewise assumed missing. The emotional impact of these developments was palpable, and the representatives were quick to convey their collective outrage.
The Amarr Empire's delegation, led by Lord Qumar, was notably irate and refrained from issuing public comments at the time. In contrast, members of the Caldari State delegation expressed candid dismay, referring to the revelations as a "complete and shambling balls up." Official statements from the empires were anticipated in the wake of the meeting as they sought time to reflect on the alarming implications of the Inner Circle's announcements.
The events of this session underscored the complexities and dangers of inter-empire politics and the critical role of CONCORD in navigating these turbulent waters. The future actions from the representatives and the Inner Circle would be closely watched, as the implications of the expedition’s failure and loss of contact would continue to resonate throughout New Eden.
On February 26, 2008, a significant political uproar emerged involving the Amarr Empire as a result of the Code Aria Inquiry report leak. The CONCORD Assembly found itself in turmoil, with the Inner Circle initiating an emergency investigation into both the source of the leak and the report's authenticity. During this crisis, Lord Qumar, a senior representative of the Amarr Empire, publicly condemned the Inner Circle for allegedly withholding crucial information from the empires.
In a post-Assembly press conference, Lord Qumar stated, "If the substance of this report is authentic and accurate, then this is completely intolerable. The actions of the Inner Circle must be held to account." He emphasized that the leak had severely damaged trust in the security of the Inner Circle and highlighted how critical information regarding the safety of borders and the sovereign jumpgate network had been denied to the empires.
In parallel, a Caldari State representative expressed similar sentiments, criticizing the allocation of CONCORD assets to the newly opened regions instead of utilizing them within the borders of the empires. This representative remarked that such decisions reflected a deplorable waste of resources, further stoking anger among the representatives.
Experts analyzing the situation drew connections between the leakage of the report and recent incidents over the past three months, including the mishandled retirement of a CONCORD Commander. Capsuleer Mera Vahlsina's involvement in these events drew attention to the timing of the report's lowered classification relative to her partner's departure on a CONCORD patrol.
Political analysts began to speculate that the Inner Circle might have exceeded their authority and that their operational autonomy may pose risks. The Scope's head political analyst stated, "It is becoming increasingly clear that the Inner Circle have begun to exercise more power than they have available to them." This ongoing situation raised concerns about potential repeated security breaches and authority mismanagement by CONCORD.
Yulai – On February 25, 2008, a significant leak concerning the operations within New Eden's Infested Regions made headlines. The leak involved a report produced by a division of CONCORD named the Code Aria Inquiry, titled "Infested Region Progress Report." This report uncovered the inner workings and investigations conducted following the sudden opening of these regions over a year prior.
The document, which became publicly accessible through multiple GalNet uploads, sparked widespread speculation regarding its authenticity. Recent controversies surrounding CONCORD's leadership, specifically the retirement of Commander Gispali Rhatal, were brought to light when capsuleer Mera Vahlsina shared a link to the leaked document. An anonymous individual, claiming to be a member of the Inner Circle's administrative support, purportedly facilitated this leak, though verification of this claim was not achieved.
The report detailed an unauthorized gate activation incident and the assembly of CONCORD taskforces to investigate the newly opened Infested Regions. It also contained a blacked-out list of deceased and missing personnel and summaries regarding past disastrous drone experiments, notably including the infamous Orphyx incident from over two decades ago, which marked the inception of Rogue Drones.
This leak raised political debates on Echelon Entertainment’s current events channel, where experts voiced their concerns over the implications of the report. It was revealed that no sanctioned activities were authorized beyond the secured empire borders relating to the Infested Regions, with such sanctions historically being sparse. The unauthorized mobilization of CONCORD assets into unsecured space represented a severe breach of CONCORD’s foundational charter.
The reaction from both the CONCORD Assembly and the Inner Circle was one of shock and caution. Analysts speculated that the ongoing investigation into the leak's source might indicate that the report holds genuine information, particularly since no verifiable declarations had been made by CONCORD regarding operations in the Infested Regions prior to the leak.
As the situation developed, it was anticipated that tensions within the CONCORD Assembly would heighten as representatives grappled with the ramifications of this leak. The report's existence and the subsequent inquiry into its legitimacy set the stage for a potential upheaval within CONCORD's ranks regarding operations that may have been conducted without proper authorization.
Friction Mounts Between CONCORD and Caldari State - On January 2, 2008, tensions escalated at the Caldari Chief Executive Panel headquarters as the Secure Commerce Commission (SCC) initiated actions to acquire substantial financial records. This move was part of a larger investigation concerning the Angel Cartel's involvement in Caldari business activities. The requested records encompassed critical corporate documents, including tax filings and executive compensation reports, essential for deciphering the entangled investments linked to Angel front companies.
For several weeks, legal disputes unfolded between the Caldari State and the SCC, initially marked by reluctant cooperation. However, discord heightened following the SCC's decision to disclose proprietary patents and auction off assets related to Itsukame Innovations, channeling proceeds to support CONCORD operations. Subsequently, a series of contentious hearings took place before the SCC Economic Tribunal, designed to address commercial disputes under the Treaty of Yulai. As investigators pressed for an increasing number of financial documents, tensions between the Caldari State and SCC intensified.
Despite repeated legal arguments, the Chief Executive Panel, led by CEO Puok Kossinen, ultimately surrendered the requested documents, a majority of which were classified as sensitive. This development implicated seventy-seven Caldari companies, including four major mega-corporations. Kossinen denounced the inquiry as a "witch-hunt," accusing CONCORD and the SCC of pursuing power rather than justice. He firmly stated that the Caldari State would cease cooperation with the investigation unless mandated by a Tribunal order, expressing frustration over the SCC's actions and their impact on corporate privacy.
Sikoda Elaoutiras, Chief Advisor for the Caldari Business Tribunal, echoed concerns about document sensitivity, suggesting that the SCC’s aggressive tactics resembled corporate espionage executed by CONCORD. Elaoutiras emphasized the potential risks to corporate competitiveness, stressing the importance of protecting investment strategies and proprietary information from falling into the wrong hands.
As SCC officials, backed by a heavily-armed CONCORD escort, extracted tens of thousands of records from the CEP archives, resistance from Caldari authorities was apparent, with archive staff ordered to provide no assistance. SCC Agent Galfremen Lelac conveyed disappointment over the lack of cooperation, indicating that the delay would prolong the investigation yet maintain the hope for eventual truth and justice.
This incident marks a significant turning point in the relationship between the Caldari State and CONCORD, showcasing the complexities of inter-faction dynamics in New Eden and the far-reaching implications of the Angel Cartel's activities on regional stability and corporate governance.
Yulai - On November 30, 2007, a significant ruling by the Secure Commerce Commission (SCC) regarding Itsukame Innovations revealed the company's deeper ties with the Angel Cartel organized crime syndicate. The investigation was bolstered by testimony from Kukiyo Renzomon, an executive assistant for Itsukame who faced arrest during a CONCORD raid. In exchange for leniency, Renzomon disclosed that Itsukame's CEO, Nuu Kotosairos, was not only aware of the criminal organization's involvement but also frequently sought their counsel.
Consequently, the SCC rejected Itsukame's bid for exclusive patent rights to unstable wormhole technology. An SCC spokesperson emphasized the organization's commitment to prohibiting criminal activities linked to arms technology. The ruling was accompanied by the public release of all technical documents related to the patent request, aimed at helping member states' navies counter the threats posed by the Angel Cartel's access to illicit technology.
Moreover, the SCC announced the auction of Itsukame Innovations. A staggering 89% of Itsukame's value was estimated to be backed by the Angel Cartel. The SCC's decision ensured that the proceeds would go to CONCORD, which would utilize the funds for further investigations and enforcement. This move incited outrage among the Caldari Chief Executive Panel, particularly from Aivoras Ahtainio, its CFO. Ahtainio condemned the decision, stating that to seize a Caldari corporation in this manner was an affront to interstellar justice.
In contrast, representatives from other empires exhibited a more supportive stance towards the SCC's ruling. Katadine Briauche, a member of the Gallente delegation to the CONCORD Assembly, remarked that the SCC's intervention was warranted, given the Caldari propensity to suppress malfeasance. He referenced Itsukame's acquisition of assets in an effort to obscure earlier diplomatic blunders as part of the rationale for the SCC’s actions, while expressing optimism that the funds would serve a constructive purpose.
As the revelations from Renzomon continue to unfold, the implications for both Itsukame Innovations and the Caldari State remain a subject of intense speculation.
On November 26, 2007, CONCORD released information regarding a new ship design created by Core Complexion. The announcement came after several days of significant debate among various stakeholders. This new small frigate is equipped with advanced electronic warfare capabilities and is tailored to deploy non-weaponized anti-ship devices, surpassing similar-sized ships in effectiveness.
As part of Directive Alpha Gamma 12, CORE is making the plans for these advanced computer subroutines available to all major empires in New Eden. The technology will be auctioned to development firms from the Amarr Empire, Caldari State, and Gallente Federation, with the highest bidders gaining exclusive rights to adapt the designs for their own vessels. However, there are no clear favorites as of yet in this bidding process.
In response to pressure from development firms, CONCORD announced a temporary halt on the production of any ships utilizing Core Complexion's designs until each empire has the opportunity to develop their corresponding hulls. CONCORD's assembly tribunal expressed concerns that Core Complexion may have withheld a working prototype to gain an early market advantage, prompting a fine against the company and a restriction on its manufacturing and sales of new ships.
The Carthum Conglomerate has publicly supported CONCORD's decision. A spokesperson stated, “It is reassuring that CONCORD still enforces the directive equally with every R&D company.” They further noted a concern over the secrecy that surrounded Core Complexion's release, though they did not directly accuse the company of any wrongdoing.
This recent development indicates a shift in the balance of technology and production capabilities among the factions in New Eden, potentially setting the stage for future combat dynamics as organizations adapt to the new innovations that may arise from this competitive bid for advanced ship technology.
The Gallente Federation has responded positively to a plea from Gallente citizen Mera Vahlsina regarding her missing partner, Captain Bethol Jan Kozer. This pleat was made public on November 22, 2007, after multiple unsuccessful attempts by Ms. Vahlsina to gain information from CONCORD. Captain Kozer was officially declared missing in action on November 3, 2007. The pleas for assistance escalated after public sympathy and some criticism were directed towards her previous appeals via the GalNet.
The statement from the Gallente Federation was issued from the office of the Gallente CONCORD delegation. They emphasized their priority for the well-being of their citizens, promising to take action to resolve the issue through their representatives in the CONCORD Assembly. The Federation’s commitment was clear: they aimed to provide Ms. Vahlsina with the peace of mind and closure she deserved.
In response to her government’s involvement, Ms. Vahlsina expressed her ongoing suspicions regarding Commander Rhatal’s retirement. She articulated her frustration, insisting that there must be more to the situation than what was being presented. Ms. Vahlsina’s words reflected her determination not to be sidelined or treated dismissively by the bureaucracies involved.
CONCORD’s future comments on the situation pertaining to the Gallente Federation's involvement are anticipated, as the matter continues to develop. The citizens of New Eden remain watchful as the Gallente Federation seeks to address the concerns raised by Ms. Vahlsina.
